Section 6(b), 13(e), and 14(g) fees decreased from $117.70 to $107.00 per million, while Section 31 transaction fees dropped from $41.80 to $30.70 per million. narrative

On April 29, 2005, the SEC issued a regulatory notice announcing annual fee rate adjustments required by the Investor and Capital Markets Fee Relief Act, effective October 1, 2005, or later if tied to appropriation timing. The Section 6(b), 13(e), and 14(g) fees for securities registration, repurchases, and proxy solicitations were reduced from $117.70 to $107.00 per million, while the Section 31 transaction fee on exchanges and OTC markets decreased from $41.80 to $30.70 per million. These changes were based on statutory requirements and consultations with the Congressional Budget Office and the Office of Management and Budget to reflect funding adjustments without altering the SEC’s overall budget. Self-regulatory organizations like the NYSE and NASD were responsible for communicating the transition to their members via their websites. The SEC emphasized that the fee reductions did not impact its funding levels and were purely administrative. No fraud, misconduct, penalties, or charges were associated with this notice—it was purely a procedural update to fee structures. The full order and calculation methodology were made publicly available on the SEC’s website for transparency.
