Executive Grant of Clemency 
TO ALL TO WHOM THESE PRESENTS SHALL COME, GREETING: 

WHEREAS VLADISLAV KLYUSHIN, Reg. No. 79306-509, was convicted in the United 

States District Court for the District of Massachusetts on an indictment (Docket No. 1 :2 l-CR-

10104-PBS-l) of violations of Sections 371, 1343, and 1030(a)(4), Title 18, United States Code; 

and Sections 78j(b ), 78ff(a), Title 15, United States Code, for which a total sentence ofnine 

years' imprisonment, restitution in the amount of$2,446,942.41 , and a special assessment of 

$400.00 was imposed on September 7, 2023 (as amended November 13, 2023); and 

WHEREAS the said VLADISLAV KLYUSHIN has been confined continuously since his 

arrest on December 20, 2021; and 

WHEREAS it has been made to appear that it is in the national interest that the term of 

imprisonment related to the aforesaid conviction not be served in its entirety: 

NOW, THEREFORE, BE IT KNOWN that I, JOSEPH R. BIDEN, JR., President of the 

United States ofAmerica, pursuant to my powers under Article II, Section 2, clause l of the 

Constitution, in consideration of the premises, divers other good and sufficient reasons me 

thereunto moving, do hereby commute the aforesaid total prison sentence of the said VLADISLAv 

KLYUSHIN to time served, leaving intact any unpaid balance of the restitution and special 

assessment, upon the following conditions: 

(1) the said VLADISLAV KLYUSHIN shall depart the United States; 

(2) the said VLADISLAV KLYUSHIN shall remain outside the limits of the United States, 

its territories, and its possessions; 

(3) the said VLADISLAV KLYUSHIN shall not commit any additional crime against the 

United States or in violation of the laws of the United States subsequent to the 

acceptance of this Commutation; 

(4) the said VLADISLAV KLYUSHIN shall waive any and all claims to funds or property 

already seized or subject to forfeiture as part of the prosecution ofoffenses subject to 

this Commutation; 

(5) the said VLADISLAV KLYUSHIN shall not accept or otherwise receive any financial 

benefit, directly or indirectly, in any manner or amount, from any book, movie, or 

other publication or production, in any form or media, about the circumstances 

surrounding the instant offenses or Commutation; and 

(6) the said VLADISLAV KLYUSHIN shall waive and release any and all claims, demands, 

rights, and causes of action of whatsoever kind and nature against the United States of 

America, its agents, servants, and employees, including any actions challenging his 

conviction or sentence.

IF AT ANY TIME the said VLADISLAV KLYUSHIN violates any one or more of the aforesaid 

conditions, as determined by me in my complete discretion ( or by a future President in his or her 

complete discretion), this Commutation may be voided in its entirety and all terms of the 

originally imposed sentence reinstated. 

THIS GRANT SHALL BECOME EFFECTIVE only upon the delivery and 

presentment of a certified copy ofthis document, electronic or hard copy, to the said VLADISLAv 

KLYUSHIN and upon the said VLADISLAV KLYUSHIN'S signing ofa receipt verifying his 

acceptance of the Commutation granted with all of its terms and conditions. 

I HEREBY DESIGNATE that a certified copy of this document be delivered by a 

designee ofthe Attorney General to Immigration and Customs Enforcement, the Bureau of 

Prisons, the United States District Court for the District of Massachusetts, other appropriate law 

enforcement entities, and the said VLADISLAv KLYUSHIN as evidence ofmy action in order to 

carry into effect the terms of this grant.
